On the morning of January 16, in Hanoi, Prime Minister Pham Minh Chinh chaired a virtual review conference for the "Quang Trung Campaign," a rapid initiative focused on rebuilding and repairing homes for households affected by storms and floods. Co-chairing the event were Bui Thi Minh Hoai, Politburo Member and Chairwoman of the Vietnam Fatherland Front Central Committee, and Nguyen Hoa Binh, Politburo Member and Permanent Deputy Prime Minister.

Attending the conference were members of the Politburo, Central Party Committee members, Deputy Prime Ministers, leaders of central ministries and sectors, as well as representatives from eight provinces and cities from Quang Tri to Lam Dong. At the Dak Lak provincial venue, attendees included Luong Nguyen Minh Triet, Alternate Member of the Central Party Executive Committee, Secretary of the Provincial Party Committee; Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with leaders from various departments, sectors, and related units.
According to a report from the Ministry of Agriculture and Environment, from October to November 2025, the Central region experienced multiple severe storms and floods, resulting in significant damage to housing, with nearly 1,600 houses collapsed, destroyed, or swept away, and over 34,700 houses severely damaged. In response to this situation, on November 30, 2025, the Prime Minister launched the "Quang Trung Campaign”.

Driven by the spirit of "speed, boldness, and working day and night," ministries and localities mobilized maximum resources for the campaign. The military, police, youth unions, and social-political organizations worked alongside local authorities to assist residents in dismantling ruins and constructing new homes, ensuring both safety and high technical standards.
By December 30, 2025, all 34,759 severely damaged houses had been repaired, meeting 100% of the target, with many localities finishing 5-10 days ahead of schedule. Regarding houses that were completely destroyed, as of January 15, 2026, provinces from Quang Tri to Lam Dong had essentially completed the construction of 1,597 new homes, with several regions exceeding their original timelines.
In Dak Lak province, the "Quang Trung Campaign" was implemented with a high sense of urgency. The province leveraged the core strength of the armed forces and mass organizations to support affected citizens. Funding was mobilized from diverse channels, including the Asian Development Bank (ADB), the Thien Tam Fund (Vingroup), the Ministry of Public Security, the Vietnam Fatherland Front of Dak Lak, and various private donors.
To date, Dak Lak has repaired thousands of partially damaged homes and 100% of the severely damaged ones (892 out of 892). Furthermore, 590 out of 606 new houses were handed over to residents before January 15. The remaining houses requiring resettlement due to landslide risks are nearing completion and are expected to be handed over by January 19. These new homes are built to be resilient against future storms and floods, ensuring long-term safety for the people.

Speaking at the conference, Prime Minister Pham Minh Chinh stated that amidst the joyful atmosphere leading up to the 14th National Party Congress, the "Quang Trung Campaign"—though a bloodless battle—has achieved a "lightning-fast and resounding victory." He noted that the campaign’s success brings happiness not only to the victims in Central Vietnam but to the entire nation ahead of the Lunar New Year (Year of the Horse).
The Prime Minister emphasized that the campaign was executed with "high determination and decisive action," involving the entire political system. In just over 1.5 months, tens of thousands of households were able to stabilize their lives thanks to the rapid reconstruction efforts.
On behalf of the Party and State, the Prime Minister commended the dedication of all ministries, the armed forces, businesses, and individuals. He affirmed that this success reflects the noble nature of the regime and the strength of national unity, further reinforcing public trust in the Party's leadership.
Regarding tasks in the coming time, the Prime Minister requested localities to complete the handover of houses to the people in a synchronized, comprehensive manner, ensuring quality before January 18; to continue reviewing and decisively addressing environmental issues and essential infrastructure in residential areas and resettlement zones. At the same time, ministries, sectors, and localities need to focus on restoring production and stabilizing livelihoods for the people; to implement the allocation and support of resources transparently, promptly, and to the right beneficiaries; and to proactively care for the people's lives, ensuring that no one lacks food or clothing, especially during the upcoming Lunar New Year.
