On the morning of February 26, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market development (hereinafter the Steering Committee), chaired the Sixth Session of the Steering Committee.
The session was held in person at Government Headquarters and was connected online to 34 provincial and municipal points. Also in attendance were Deputy Prime Minister Tran Hong Ha and leaders of ministries, sectors, and localities, along with representatives of associations, enterprises, and banks.

A report to the session stated that housing policy and the real estate market have continued to be prioritized for completion. In the first two months of 2026, the Government, within its authority, issued one resolution and one decree, and the Minister of Construction issued one circular amending and supplementing regulations in the fields of housing and real estate business. The Government also completed dossiers to report to the Party Central Committee on the policy and model for establishing a State-run Real Estate and Land Use Rights Transaction Center, and studied and proposed policies for the development of affordable housing.
To date, four out of 34 localities have established local housing funds, and 28 out of 34 localities have completed the organization of local Steering Committees on housing policy and the real estate market.
For 2026, localities were assigned to complete approximately 158,700 social housing units. Currently, the country has 220 social housing projects that have been launched and are under construction, with a total of 214,948 units, projected to reach 135 percent of the target assigned for 2026. In the first two months of 2026 alone, the country completed three projects with 544 units and broke ground on 28 projects comprising 20,964 units.

At the session, delegates focused on discussing and proposing solutions to develop the housing segment for middle-income earners, increase housing supply for diverse groups, and ensure equal rights in access to housing for every citizen. They called for accelerating land-use planning and master planning; strengthening urban development oriented toward Transit-Oriented Development (TOD) to optimize land use, reduce traffic congestion, and improve land-use quality; and allocating concessional credit to commercial housing projects priced appropriately for people seeking to buy homes.
Speaking at the session, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and seriousness in implementing housing development tasks, especially social housing, by ministries, sectors, and localities. He emphasized that going forward, the objective is to ensure all citizens can access housing equally, openly, transparently, and in line with their incomes.
Prime Minister Pham Minh Chinh directed ministries, sectors, and localities to focus on reviewing and expediting planning work at localities in the first quarter of 2026. He also requested to prioritize site clearance, create land reserves, and build infrastructure so that citizens and enterprises can gain easier access. Furthermore, he directed them to review and ensure the supply of and facilitate access to construction materials, as well as to simplify procedures, design digitized processes, and reduce compliance costs to facilitate citizens and enterprises in implementing housing and real estate projects.

In addition, Comrade Prime Minister Pham Minh Chinh directed the prompt finalization of the dossier to establish a State-established Center for Real Estate Transactions and Land Use Rights for submission to competent authorities. He also requested the implementation of investment projects for housing construction for the armed forces. The Prime Minister emphasized the need to direct investigations and strictly and promptly handle cases of malfeasance, illegal brokerage, fraud, misappropriation of assets, manipulation of social housing purchase dossiers, and other matters related to the real estate market in general. Furthermore, it is necessary to accelerate the disbursement of the social housing credit package approved by the Prime Minister under Decision No. 338/QD-TTg dated May 3, 2023. Comrade Pham Minh Chinh also reminded authorities to strictly control speculative real estate credit and concentrate lending on the actual housing needs of the population. Simultaneously, they should study measures to promote the issuance of real estate bonds, social housing bonds, and commercial housing bonds in accordance with legal provisions, ensuring safety and effectiveness.
Regarding local responsibilities, the People's Committees of provinces and centrally-run cities shall promote the development of a safe, healthy, and sustainable real estate market to contribute to double-digit growth. Localities must focus on directing and accelerating project implementation to meet the assigned social housing development targets for 2026. Comrade Pham Minh Chinh requested the allocation of sufficient land funds to invest in social housing at favorable locations with synchronized technical and social infrastructure, and the assignment of investors in accordance with regulations. Finally, localities need to proactively allocate local budgets for compensation and site clearance to create clean land funds for social housing development and strictly implement provisions on reserving land for workers' dormitories in industrial parks, reserving 20% of residential land in commercial housing projects and urban areas for social housing development, and reserving 20% of land in social housing projects for commercial housing and services.
