The session saw the participation of key provincial leaders, including: Comrade Cao Thi Hoa An – Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; Comrade Ta Anh Tuan – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Huynh Thi Chien Hoa – Deputy Secretary of the Provincial Party Committee; Comrade Y Giang Gry Nie Knong – Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dak Lak Province. Also in attendance were former provincial leaders, members of the Provincial Party Standing Committee, the Standing People’s Council, and leaders of the Provincial People's Committee. In her opening address, Comrade Cao Thi Hoa An, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, underscored that 2025 is a year of profound historical significance, marked by major national milestones: The 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam; The 50th Anniversary of the Liberation of the South and National Reunification; The successful organization of Party Congresses at all levels, progressing toward the 14th National Congress of the Party. Comrade Cao Thi Hoa An emphasized that 2025 serves as a critical transition point: it is the final year for the 2020–2025 resolution while simultaneously being the inaugural year for the first-term Provincial Party Committee resolution (2025–2030). Furthermore, this year marks the beginning of a decisive revolution in streamlining and reorganizing the political system, with a firm determination to propel the nation into a new era of development.
Regarding the local situation, the Chairwoman noted that Dak Lak continues to navigate a landscape of persistent difficulties affecting production, business, and livelihoods. Most notably, in November, the province was severely impacted by natural disasters, including storms and floods, which resulted in heavy losses of life and property for both the state and its citizens.
However, under the close guidance of the Central Government and the Provincial Party Committee, and with the collective resolve of all sectors, the business community, and the people, Dak Lak has demonstrated remarkable resilience. The province has successfully adapted to new requirements, synchronously implementing socio-economic goals and tasks for 2025 to overcome challenges and stabilize the local economy.

The province's socio-economic situation remains fundamentally stable, with several sectors recording positive growth compared to the same period last year. Social security has been consistently ensured, while national defense and security have been strengthened to maintain local stability. A notable highlight is the increasingly smooth operation of the local government at both levels, characterized by a streamlined and effective organizational structure that has significantly improved administrative reform and problem-solving for citizens and enterprises.
While acknowledging the recorded achievements, Chairwoman Cao Thi Hoa An identified several areas that require further focus and enhanced efforts. Most notably, the province's economic growth rate reached 6.68%, showing a slight gap compared to the initial targets. Additionally, the public investment disbursement rate stood at 43% as of early December 2025, primarily due to ongoing complexities in compensation, site clearance, and the coordination of regional planning. Furthermore, the implementation of National Target Programs and the attraction of new investment have encountered certain headwinds in the current economic climate. The Chairwoman also noted that there is room for improvement in the efficiency of processing administrative files within some agencies to better serve the public. To move forward, she encouraged the Provincial People's Council to conduct a thorough review of these challenges to identify practical and effective solutions. The ultimate goal is to ensure the steady fulfillment of development targets for 2026 and the remainder of the term.

Comrade Cao Thi Hoa An, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, emphasized the session's extensive agenda, which includes 26 reports, 1 announcement, and 24 proposals... Consequently, she urged delegates and attendees to engage in focused deliberations and express clear perspectives on each matter, particularly those involving differing opinions. The goal is to ensure well-informed decisions that reflect practical realities, optimize investment resources, and facilitate the uniform implementation of policies to meet the trust and expectations of the province’s voters.
As outlined in the agenda, the Provincial People's Council will review and assess the 2025 results of socio-economic development, national defense, security, the state budget, and public investment, while establishing the framework for 2026. The Council will also consider the 2025 performance reviews and 2026 work plans from several key bodies, including: The Standing Committee and specialized Committees of the Provincial People's Council,The Provincial People's Committee, The Provincial People's Court and the Provincial People's Procuracy, The Provincial Civil Judgment Enforcement agency. Furthermore, the Vietnam Fatherland Front Committee of the province will report on its participation in government-building efforts.
Additionally, the session will review various proposals, dossiers, and projects submitted by the Council's Standing Committee and the Provincial People's Committee, alongside verification reports from the Council’s specialized committees. A critical focus will be placed on the progress of addressing voters' petitions and recommendations, followed by a direct questioning session held in the hall to ensure accountability and transparency.
