On the afternoon of December 26, the People's Committee of Dak Lak Province hosted the 2025 Dialogue Conference for Businesses and Cooperatives. The event was co-chaired by comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, along with comrade Ho Thi Nguyen Thao, Permanent Vice Chairwoman of the Provincial People's Committee; comrade Nguyen Thien Van, Vice Chairman of the Provincial People's Committee; and comrade Truong Cong Thai, Vice Chairman of the Provincial People's Committee.

The conference drew over 200 representatives from the provincial business community, which currently comprises more than 20,000 enterprises and 970 cooperatives.

The event was held in person at the Provincial People's Committee headquarters and virtually connected to local People's Committees across the province.
According to the report, in implementing Resolution No. 68 of the Politburo on the development of the private economy, Dak Lak Province has focused on directing synchronized tasks and solutions, from perfecting institutions and reforming administrative procedures to supporting businesses in accessing resources.
Agencies, units, and localities within the province have also issued their own plans to disseminate and implement the assigned tasks and guiding principles.
Comrade Nguyen Hoang Phuc, Deputy Director of the Department of Finance, reported on the results of implementing Resolution No. 68 regarding private sector development.
The province has also implemented various solutions to remove difficulties for businesses, cooperatives, and investors in expanding markets and attracting investment. These include reforming investment and business procedures by reducing the number of steps, shortening processing times, and minimizing costs and risks for businesses; improving the quality of policies affecting citizens and enterprises, as well as legal enforcement; and focusing on improving the Provincial Competitiveness Index to support production recovery. The leadership of Dak Lak Province committed to creating a transparent investment environment, using business satisfaction as a "measure" of government effectiveness.
By the end of 2025, the province is estimated to have 3,200 newly established businesses, achieving 87% of the target, with a total registered capital of 36 trillion VND (136% of the plan). Simultaneously, 588 businesses are expected to resume operations, raising the total number of active units to 20,354. During the year, 95 new cooperatives are expected to be established, achieving nearly 127% of the plan—an increase of 27% compared to 2024. The cumulative total is expected to reach 1,216 cooperatives and 7 cooperative unions.

Administrative reform continued to show positive changes, with a 100% on-time resolution rate for documents. Throughout the year, the province accelerated the reduction of processing times for business registration, land, and investment; enhanced digital transformation; and implemented electronic invoices for 4,198 business households.
In addition, Dak Lak Province promoted digital transformation, reducing administrative procedures and shortening the processing time for 9 business registration steps from 3 days to 2 days. Many departments have opened sections to process business inquiries on electronic portals, while strengthening support for the private economy in line with the 2026-2030 period plan. Efforts to resolve difficulties for delayed projects, publicly disclose planning, and exploit public land funds were implemented decisively.

The conference received 53 questions from associations, businesses, and cooperatives. Inquiries focused on mechanisms, administrative procedures, and resource access. Notably, there were proposals to improve specialized regulations, provide guidance on electronic invoices for specific fields, and resolve obstacles in licensing, inspection, and audits to avoid prolonged processes.
Representatives from the Dak Lak Tax Department addressed inquiries regarding the shortening of administrative procedures to facilitate business operations.
At the conference, businesses recommended ideas related to the synchronous improvement of technical infrastructure, land allocation for deep processing of coffee and key agricultural products, support for digital transformation in agriculture, and ecological-cultural tourism orientation. Representatives of relevant departments directly addressed and exchanged answers on these issues.
Speaking at the conference, comrade Ta Anh Tuan acknowledged and praised the contributions of the business community to the province's development. He affirmed that Dak Lak will continue to create the most favorable and transparent conditions within the legal framework for investors; he welcomed the opinions of the business community as an important basis for the province to improve its management.

Chairman Ta Anh Tuan requested department heads to candidly recognize existing issues with an open spirit, thereby building a safe and attractive business environment. The provincial leadership's viewpoint is to always connect and accompany businesses, creating favorable conditions for sustainable development.
Chairman Ta Anh Tuan expressed confidence that "pioneering economic warriors" will continue to lead, innovate, and creatively exploit potentials to make significant contributions to Dak Lak province.
In the coming time, the Provincial People's Committee requested all sectors to focus on bringing Resolution No. 68 into practice, prioritizing economic growth while maintaining stability. At the same time, it urged the acceleration of administrative reform, transparency, and leader responsibility in perfecting mechanisms to support investment, land, credit, and human resource training.
Finally, the Provincial People's Committee requested business associations to act as a bridge, accompanying and supporting businesses for sustainable development and contributing to the province's socio-economic growth.
