On the afternoon of April 6, the Provincial People's Committee held a conference to review and provide opinions on the draft Report on Adjustments to the Provincial Planning (second iteration) and to contribute feedback and direction as a basis for finalizing the dossier on adjustments to the Provincial Planning. Attending the conference at the headquarters of the Provincial People's Committee were Vice Chairpersons of the Provincial People's Committee: Comrade Ho Thi Nguyen Thao, Comrade Dao My, Comrade Truong Cong Thai, Comrade Nguyen Thien Van, along with leaders of provincial departments, agencies, and units. The conference was connected online to localities across the province.

The draft planning for Dak Lak Province for the 2021-2030 period, with a vision to 2050, was developed based on the principles of inheriting the development perspectives of the Planning for Dak Lak Province and Phu Yen Province for the 2021-2030 period, supplemented by directives from the Provincial Party Congress Report, and aligned with the development vision of the nation. It adheres to the spirit of the 14th Party Congress documents, the Resolution of the 14th Party Congress, the 10-year socio-economic development strategy for 2021-2030 of the country, the National Master Plan, and the sectoral and regional plans for the South Central Coast and Central Highlands for the 2021-2030 period, with a vision to 2050.

The development goal by 2030 is to build a clean, strong, efficient, and effective Party organization and political system. Dak Lak aims to become the green economic hub of the South Central Coast and Central Highlands, a distinctive and attractive destination for domestic and international tourists. The province seeks to maximize its potential and advantages in geographical location and new development spaces, effectively utilize natural resources and cultural identity, and protect the ecological environment to promote rapid and sustainable development. It will continue to innovate its growth model towards science and technology, innovation, digital transformation, green economy, circular economy, and marine economy, enhancing labor productivity and proactively adapting to climate change. The province's economic development will be closely linked to social progress and equity, improving the material and spiritual quality of life for its people, and integrating socio-economic development with national defense, security, political stability, and social order and safety, creating a solid foundation for rapid and sustainable development.
By 2050, Dak Lak strives to become a relatively developed province in the country, possessing a modern economy with a rational structure, characterized by green and sustainable growth.

Regarding development zoning, the draft proposes reorganizing the former three zones of Dak Lak and three zones of Phu Yen into five corridors, six poles, and six development zones for the new Dak Lak Province. Among these, the five inter-regional corridors serve as the framework guiding the distribution of development activities and enhancing provincial connectivity, including: the North South Eastern Economic Corridor associated with National Highway 1A and the North South expressway/railway, primarily focusing on urban services, heavy industry, energy, seaports, and coastal tourism development; the North South Western Economic Corridor linked to the Ho Chi Minh Road (future CT02 expressway), concentrating on agricultural and forestry product processing industries, logistics, and trade, with Buon Ma Thuot Buon Ho as the core; the Central East West Economic Corridor connected to National Highway 29 and the CT23 expressway, strategically linking the coastal region, Central Highlands, and border gates, connecting Tuy Hoa, Dong Hoa, Buon Ma Thuot, and Dak Rue poles; the Southern East West Economic Corridor associated with the CT24 expressway, connecting Buon Ma Thuot with the Van Phong Port area (Khanh Hoa), facilitating industrial, logistics, and tourism development; the Western Border Economic Corridor linked to National Highway 14C, serving as an ecological defense corridor prioritizing forest economy, ecological agriculture, and border economy at Dak Rue.

Regarding development targets for Dak Lak Province during the 2021-2030 period, the draft proposes specific adjustments as follows: Average GRDP growth of 11% or higher per year (2026-2030 period); per capita GRDP of 156 million VND or higher; digital economy scale accounting for 30% or more of GRDP; total social investment capital exceeding 640 trillion VND (accounting for approximately 35% of GRDP, 2026-2030 period), state budget revenue increasing by 11% or more per year (excluding land revenue).
At the Conference, delegates focused on discussions related to the number of development zones in the province, inter-regional corridors, and specific targets for various sectors and fields.

In his concluding remarks, Comrade Do Huu Huy emphasized that the formulation and approval of the provincial planning is a particularly significant political task, decisive for the development space and growth model of the new Dak Lak Province in the upcoming period. Therefore, the planning dossier must ensure the highest quality, have a long term vision, and, most importantly, be feasible. He requested the consulting unit and relevant agencies to update and further clarify the province's position and role on the map of Vietnam, particularly in the context of the division into five new economic zones. It is essential to clearly define Dak Lak as part of the South Central Coast and Central Highlands region, with a sharp argument affirming that the former Dak Lak area must be the center of the Central Highlands sub region, establishing the province's brand and appeal.
Additionally, the draft must clarify development scenarios based on specific growth drivers. Objectives, targets, and practical bases must be quantified. It is imperative to avoid setting overly ambitious goals without identifying resources and implementation solutions. A review of the dynamic zones and economic corridors must be conducted in a substantive manner. The Chairman of the Provincial People's Committee requested the consulting unit and relevant agencies to urgently incorporate feedback and promptly finalize the draft to seek opinions from the Provincial Party Standing Committee on schedule.
